On February 28, 2024, the USAID Partnership for Higher Education Reform project organized a webinar on developing an Academic Monitoring System (AMS) presented by two speakers, including Prof. Victor Borden, the project’s Senior Academic Advisor, and Dr. Richard Hopper, the project’s Chief of Party. The webinar attracted over 140 officials from Internal Quality Assurance (IQA) departments, deans, and vice deans at the corporate and member levels from Vietnam National University, Ho Chi Minh City (VNUHCM), Vietnam National University, Hanoi (VNUHN), and the University of Danang (UD).
The AMS is a key component of a comprehensive IQA system that plays an important role in helping universities monitor, evaluate, and improve the quality of academic degree programs. The many Vietnamese higher education institutions already employ many AMS procedures, but these are often in response to demands for self-study reports for accreditation agencies, and should endeavor to better support decision making. Moreover, as universities seek to adopt and launch more automated IQA practices through software applications, it is ever more important for the many departments and degree programs across the university to agree on standardized data definitions, data collection, and internal assessments of academic performance. Having such systematic practices in place will position the universities to readily adopt a range of software tools to help with administrative burdens of accreditation, but also with program analysis for decision making.
The AMS webinar was organized to support the university in addressing the current situation. The purpose of the meeting was to review practices, provide guidance, answer questions, and clarify expectations for the tasks that participating programs and institutions must complete within the six months of project implementation. The project’s technical assistance will be provided to support development of university AMS in three phases:
For next steps, each university will identify and clarify their practices and map out steps for developing an AMS under the guidance of international experts.
