Many in Vietnam are seeking ways in which the country’s higher education sector might catch up in its development of high-quality online education. This can be viewed as one part of a broader digitization strategy for higher education in Vietnam. There is a pressing need to develop online education in Vietnam, but universities must be able to ensure quality and sustainability. To begin addressing the situation, USAID Partnership for Higher Education Reform project supported three partner universities including Vietnam National University – Ha Noi, Vietnam National University – Ho Chi Minh and the University of Da Nang to organize a virtual Policy Dialogue on Online Education on September 26, 2023. 

The event aimed to distill international experience and engage the three university partners to clarify their own internal policies to better meet the challenge of embracing and expanding online higher education. 82 leaders, managers and faculty members from three universities participated in this dialogue. Thanks to the event, participants explored a range of best practices in online higher education worldwide through case studies with specific emphasis on the model from Indiana University.

The range of examples provided helped university leaders in Vietnam to identify a roadmap for developing online education.  The conclusions and recommendations are outlined in a report with contributions from Indiana University, the 3Us, and Professor Hamish Coates from the Centre for the Study of Higher Education at the University of Melbourne, Australia. The report will be shared with  the Ministry of Education and Training (MOET) as officials consider a range of policies related to Online Education in Viet Nam.
