Leadership Capacity Building Program 2022 – A Connection Between the United States Experts & Senior Managers of Three Leading Public Universities of Vietnam

In September and October 2022, the USAID Partnership for Higher Education Reforms project, in collaboration with the Project Coordination Committees of Vietnam National University in Ho Chi Minh City; Vietnam National University Hanoi, and the University of Danang, organized two training courses in combination with field trips as part of the capacity building program on university leadership and governance at Indiana University in Bloomington, the United States.

The program was attended by 53 representatives from three universities including the Presidential Boards, rectors and vice-rectors of member universities; and leaders of functional departments of the three universities. They are the key and pioneering factors to the governance and institutional reforms at three universities to meet the current needs for higher education modernization to bring public higher education institutions of Vietnam to become regionally and internationally leading institutions.

Each course with its 2-week duration was the active and effective working time of the program participants. The overall agenda of the capacity building program was developed based on the need assessment and was co-designed by Indiana University and three Universities in Vietnam. The topics focused on four pillars of the project including Governance; Teaching and Learning; Research & Innovation and University-Industry Linkages.

The Program was also an opportunity to share and learn peer-to-peer experiences between Indiana University and partner universities in Vietnam, aiming at the common goal of developing specific, contextualized action plans. These action plans are important frameworks for each of the partner universities and their members to implement the reforms in the coming years of the project to enhance the governance capacity of these universities in particular and to contribute to higher education governance in general through the lessons learned from the implementation process and experiments of initiatives.

Besides information sharing and discussions on insights of each topic, the participants also participated in field activities such as observation and engagement in certain activities of units and departments at the campuses of Indiana University and Purdue University (the partner university of Indiana University).

The two programs were the first capacity-building activities as part of the project, initiating the implementation of higher education reforms under project in 2023.
